Philadelphia, 26 Sep. 1779. Encloses act of Congress of this date requesting the states to provide the allied forces in America with the men and provisions needed to drive the common enemy from the country and noting that the preamble will sufficiently explain the reason for this requisition.

RC (M-Ar: Revolutionary War Letters); 1 p.; in Henry Brockholst Livingston’s hand, signed by Jay; at head of text: “(Circular)”; at foot of text: “The Honorable President Powell.” Enclosure: Resolution of Congress, 26 Sep. 1779, recommending, in light of the receipt of authentic information of the arrival of a powerful French fleet commanded by the Comte d’Estaing, that the states furnish General Washington with such aid as he may require, including detachments of militia, so that allied forces would be able to “strike an important blow against the enemy” (JCC description begins Worthington C. Ford and others, eds., Journals of the Continental Congress, 1774–1789, Washington, D.C., 1904–37, 34 vols. description ends , xv, 1108).
