On 6 Feb. John Adams nominated Rufus King to be a minister plenipotentiary for negotiation of a treaty of amity and commerce between the United States and Russia. The Russian government had requested that King handle the negotiation in London, where he was minister plenipotentiary to Great Britain. For the nickname
