1. On December 26, 1792, the House of Representatives considered a bill “to provide for a reimbursement of a Loan made of the Bank of the United States.” During the debate, William Branch Giles of Virginia made a motion “that the Secretary of the Treasury be directed to lay before the House a statement of the loans and the applications thereof” ( , III, 759).
On December 27, 1792, the House “Resolved, That the President of the United States be requested to cause this House to be furnished with a particular account of the several sums borrowed under his authority by the United States; the terms on which each loan has been obtained; the applications to which any of the moneys have been made, agreeably to appropriations; and the balances, if any, which remain unapplied. In this statement it is requested that it may be specified at what times interest commenced on the several sums obtained, and at what times it was stopped by the several payments made.
“Ordered, That the said resolution be transmitted to the President of the United States by the Speaker.” ( , III, 761.)
