The enclosure, a printed document of which the RC retains an illegible impression, was a pamphlet edition of Rhea’s 28 July 1813 circular letter to his constituents (DLC: Madison Collection, Rare Book and Special Collections Division; printed in Cunningham, Circular Letters of Congressmen, 2:840–44). An undated extract from the letter was published in the Daily National Intelligencer on 14 Aug. 1813.
