1. In 1886 Paul Leicester Ford listed this pamphlet among the works which had been erroneously attributed to H and suggested that it was probably written by William Loughton Smith (Ford, Biblioteca Hamiltoniana [New York, 1886], vi, 39). In 1887 Joseph Sabin attributed the pamphlet to H (Sabin, A Dictionary of Books Relating to America [reprint, Amsterdam, 1961], VIII, 28). In 1914 Charles Evans stated that there were good reasons for attributing the work to Smith (Evans, American Bibliography [Chicago, 1914], VIII, 356). In 1917 Albert Matthews settled the controversy by a reference to Smith’s copy of the pamphlet, which is now owned by the Charleston Library Society and is inscribed “By William Smith—1792” (Matthews, ed., “Journal of William Loughton Smith, 1790–1791,” Massachusetts Historical Society Proceedings [Boston, 1918], LI, 77).
