I nominate Stephen Moylan, to be Commissioner of Loans for the State of Pennsylvania; vice Thomas Smith, deceased.1

1. On receiving this message, the Senate “Ordered, That it lie for consideration,” but they took up the nomination the next day and approved it (Senate Executive Journal description begins Journal of the Executive Proceedings of the Senate of the United States of America: From the commencement of the First, to the termination of the Nineteenth Congress. Vol. 1. Washington, D.C., 1828. description ends , 140–41). On that date (6 Dec.) GW’s secretary Bartholomew Dandridge, Jr., wrote Thomas Jefferson: “By direction of the President Bw Dandridge has the honor to send to the Secretary of State a resolution of the Senate of yesterday’s date; & to request that a Commission agreeably thereto, may be made ready for Stephen Moylan” (DNA: RG 59, Miscellaneous Letters).
