1. On 3 Mar., Tobias Lear transmitted to Jefferson “a letter from Governor [Charles] Pinckney, which the President wishes the Secretary to take into consideration and either answer it himself or report upon it to the President, if in his opinion either is necessary to be done” (DLC: Jefferson Papers). The letter was probably Pinckney’s official one to GW of 8 January. Jefferson wrote GW on 1 April that he “has the honor to return to the President Governor Pinkney’s letters, & to submit his answer to his perusel” (DNA: RG 59, Miscellaneous Letters). Jefferson apparently returned Pinckney’s letters to GW of both 18 Aug. 1791 and 8 Jan. 1792. The letterpress copy of Jefferson’s letter to Pinckney of 1 April, which was enclosed for GW’s perusal, is printed in Jefferson Papers, description begins Julian P. Boyd et al., eds. The Papers of Thomas Jefferson. 41 vols. to date. Princeton, N.J., 1950–. description ends 23:360–61. It explains current measures being taken to sign an extradition treaty with Spain and covers copies of Jefferson’s “Project of a Convention with the Spanish provinces” and his “Heads of consideration on the establishment of Conventions between the United States and their neighbors for the mutual delivery of Fugitives from Justice,” both of which the secretary of state had submitted to the president on 22 March.
