1. Jefferson’s “Explication of a paragraph in Cyphers of a Letter of 27 Decr 1792. from Mr [Thomas] Barclay to the Secretary of State” reads: “As it is impossible to pass Bills at Gibraltar for the necessary Sum, and as the exportation of it from Cadiz would be attended with an expense of four thousand Dollars; there is no mode left but for me to pass to Lisbon, where I think it may be raised, without a communication of the Business to any person but Mr [David] Humphreys. If it cannot be done there, I must depend on Mr [Thomas] Pinckney’s sending it from London. I shall return to Gibraltar as soon as possible from Lisbon and exert every nerve to finish the Business” (DNA: RG 59, Miscellaneous Letters). The mission of Barclay, the U.S. consul in Morocco, was to negotiate the release of the American captives held at Algiers (GW to Barclay, 11 June 1792, and note 1, and Barclay to GW, 27 Dec. 1792, and note 1). Barclay died at Lisbon on 19 Jan. 1793 (Jefferson to GW, 5 Mar. 1793 [second letter] , and note 1).
