Dear Sir
I have this day shipped the above on Board the William Penn, James Josiah, Comr for Philadelphia,1 by this post I have enclosed in a letter to Clement Biddle Esqr. the Bill of Loading, and have said to him that through the direction of Col. Humphrey’s, I have consigned it to his Care, and from whom I apprehended that his Excellency or himself woud hear farther on the Business—I have done this thinking that the Vessell might arrive at the port of Philadelphia, before the Bill of Loading cou’d reach Mr Biddle, if sent Via Lisbon.

1. James Josiah (1751–1820), of Philadelphia, saw service in the Revolutionary War as an officer in the Continental navy and as a commander of privateer and armed merchant vessels. The William Penn, under Josiah’s command, made frequent runs between London and Philadelphia during the 1790s. The ship arrived at Philadelphia on 27 Sept. carrying news dating from 31 July (see Carlisle Gazette, and the Western Repository of Knowledge, 2 Oct.).
