Certificate

[Philadelphia 27 December 1793]

United States to wit

I hereby certify that the sum of two thousand Dollars was allowed to Gouverneur Morris esq. for his expences and services on a special mission to London, previous to his appointment as Minister Plenipotentiary for the U.S. to France. Given under my hand this 27.1 day of Dec. 1793.

1. This number and GW’s initials were added by Bartholomew Dandridge, Jr. GW’s journal of proceedings indicates that he gave the certificate to Thomas Jefferson on 26 Dec. (JPP description begins Dorothy Twohig, ed. The Journal of the Proceedings of the President, 1793–1797. Charlottesville, Va., 1981. description ends , 274). For Morris’s appointment as a “private Agent” to discuss at London fulfillment of the terms of the treaty of peace and the possibility of a new treaty of commerce, see GW’s second and third letters to Morris of 13 Oct. 1789. Jefferson apparently wanted the document in preparation for the settlement of his accounts upon leaving the Department of State.
