On 26 Feb. the Senate approved all these nominations except that of Constant Freeman, Jr., which was “postponed for further inquiry.” Freeman’s appointment was approved on 28 Feb. (, 174).
1. This appointment was necessary because the Senate had rejected GW’s earlier nomination of William Aylett Lee (GW to the U.S. Senate, 29 Dec. 1794).
2. Because the nominations for the First Sub Legion failed to account for the resignation of Capt. James Clay, the issuance of commissions to the five lieutenants was suspended until GW sent revised nominations to the Senate on 12 June.
