From Alexander Hamilton

Treasury Departmt Octr 31st 1792.

The Secretary of the Treasury has the honor respectfully to communicate to the President an authenticated copy of the Contract for the last Loan made in Holland, for three millions of florins, bearing date the 9th of August 1792, at a rate of four per cent interest, of which Contract a ratification of the President as heretofore, is required.1

For background on this loan, see Hamilton to GW, 27 Aug. 1792, and notes 1 and 2. Tobias Lear returned the contract to Hamilton on 1 Nov. and informed him “that as soon as he shall have prepared the form of the ratification, the President will execute it” (DLC:GW). See the Ratification Statement that GW signed on 5 Nov. 1792.
