2. In response to McHenry’s requests of 10 and 14 Jan., Alexander Hamilton on 16 Jan. sent McHenry a “Draft of a Bill for a Provisional Army” (Syrett, Hamilton Papers, description begins Harold C. President Adams delayed sending the bill to Congress, and “An Act giving eventual authority to the President of the United States to augment the Army” (1 Stat. description begins Richard Peters, ed. The Public Statutes at Large of the United States of America, from the Organization of the Government in 1789, to March 3, 1845 . . .. 8 vols. Boston, 1845-67. description ends 725–27) was not enacted until 2 Mar. 1799. Hamilton sent his “draft of a Bill for regulating the Medical Establishment” on 21 Jan., on which “An Act to regulate the Medical Establishment” (ibid., 721–23), enacted on 2 Mar., was based. The third bill that Hamilton drafted for McHenry, which Congress enacted on 3 Mar. as “An Act for the better organizing of the Troops of the United States; and for other purposes” (ibid., 749–55), was based on McHenry’s report of 24 Dec. 1798 to President Adams, which in turn was based on the recommendations made to McHenry on 13 Dec. by GW, Hamilton, and Charles Cotesworth Pinckney (see GW to McHenry, 13 Dec. 1798 [first letter], and notes; see also Hamilton to McHenry, 14 Jan. 1799, in Syrett, Hamilton Papers, description begins Harold C.
