1. The enclosed letter from Phineas Bond to Thomas Jefferson, written on 23 Aug. at “Chestnut Street,” Philadelphia, concerned the British brig Jane (of Dublin), which the French privateer Citoyen Genet had brought into the port of Philadelphia as a prize on 27 July 1793. In order to receive reparations for the losses occasioned by the capture and sale of the Jane, Bond wrote that he had requested its captain, Donald Stewart, “to prepare an Estimate of the Value of his Vessel—her Cargo, Apparel and Furniture.” Bond then requested “the Mode of Valuation, which the Government of the United States will require” (Jefferson Papers description begins Julian P.
