1. George Hammond’s letter to Jefferson of 11 June concerned the seizure in American waters of the British ship Catherine by the French frigate Embuscade (Jefferson Papers description begins Julian P. Boyd et al., eds. The Papers of Thomas Jefferson. 41 vols. to date. Princeton, N.J., 1950–. description ends , 26:253–54). Jefferson’s letter to Hammond of 13 June relayed the administration’s position on this incident as expressed in the cabinet opinion of 12 June 1793 (ibid., 270–71). Jefferson’s first letter to Gouverneur Morris of 13 June 1793 touched upon a variety of subjects, including the arrival of Edmond Genet as the new French minister to the United States, the French request for payment of the U.S. debt to France, U.S. relations with the western Indians, and passports for merchant ships.
