John Stagg, Jr., to Tobias Lear

Dear Sir.

Please to submit to the President of the United States, the enclosed letter from Capt: Wm Buchanan dated 6th instant, offering his resignation.1 Yours most respectfully.

1Maryland native William Buchanan had served as a captain in the army since 1791. Although his letter to Secretary of War Henry Knox has not been identified, GW’s executive journal states that Buchanan blamed his resignation on “the want of permanency in the military establishment” (JPP, description begins Dorothy Twohig, ed. The Journal of the Proceedings of the President, 1793–1797. Charlottesville, Va., 1981. description ends 83). Buchanan’s company had no other commissioned officers, making the maintenance of discipline and morale difficult (Knox to GW, 8 April 1793, n.1).
