Treasy Departmt 8th May 93.

The Secretary of the Treasury has the honor to lay before the President sundry papers relating to Ephraim Kirby, which is done merely on the score of propriety, as it is not perceived that any special provision in the case, can be consistently made.1

1. Ephraim Kirby (1757–1804) of Litchfield, Conn., was a veteran of the Revolutionary War. A lawyer, judge, and legal scholar, Kirby also served as a collector of revenue in the district of Connecticut, and in 1802 he was appointed supervisor of the revenue there. In 1804 Thomas Jefferson appointed him to the superior court at Natchez in the Mississippi Territory. The enclosed papers on Kirby, which have not been found, related to his request to be reimbursed for his expenses as collector (JPP, description begins Dorothy Twohig, ed. The Journal of the Proceedings of the President, 1793–1797. Charlottesville, Va., 1981. description ends 133).
