The Secretary of the Treasury respectfully submits to The President of the United States the copy of a Report of this date from The Commissioner of the Revenue, on the subject of certain provisional contracts, which have been entered into for the stakeage of certain waters in North Carolina.1 He sees no cause to doubt the reasonableness of these Contracts. The higher rate of that for Neuse River is sufficiently accounted for by a longer term of time. They will hereafter include an entire year.2

1. Hamilton is referring to Tench Coxe’s evaluation of “three contracts for Stakeage in the rivers and Bays of North Carolina from the port of Beaufort inclusively to the northern part of Albemarle sound” (see Coxe to Hamilton, 28 June 1792, in 11:583).
2. On 30 June, Tobias Lear wrote Hamilton at GW’s command in order to transmit to him “three Contracts entered into for the stakage of certain waters in North Carolina, which have been submitted to the President of the United States & have received his approbation” (DLC:GW). Hamilton returned the contracts to Coxe that same day (ibid., 607).
