Decemr 2d—1794.
The Secretary of the Treasury has the honor to send the President some additional communications from the Supervisor of Ohio District.1 The State of that scene renders the arrangement with regard to District Attorney delicate & important.2

1. On 18 Aug., during the recess of Congress, GW had commissioned Thomas Marshall to be supervisor of the revenue for the District of Ohio and also inspector of the revenue for survey number 1 in that district. The enclosed communications from Marshall have not been identified.
2. Marshall may have discussed the early November efforts of the territorial government to arrest those who had assisted David Bradford in his escape down the Ohio River from Pennsylvania (see Winthrop Sargent to Justices of the Peace, 5 Nov., and Sargent to Edmund Randolph, 20 Nov., , 3:427–29), or he may have reported unfavorably about prospects for enforcement of the excise law in the territory.
