Th: Jefferson, with his respects to the President has the honor to inclose him

1. letters from mister Barclay.1
2. a letter from the Govr of N. York & an act of that legislature ceding certain lands on Montack point.2
3. Dr Smith’s letter, against whom one of the Indians, in a peice read today, has entered a Caveat under the description of a Land-monger.3

The enclosed letters from Thomas Barclay, the U.S. consul to Morocco, included his letter to GW of 27 Dec. 1792 acknowledging receipt of his instructions to negotiate the release of the American captives held by Algiers. For his letters to Jefferson of 17, 19, 27 (first letter) Dec. 1792 and 2 Jan. 1793, in which he reported on the state of affairs in Morocco, see Jefferson Papers, description begins Julian P. Also probably enclosed was a letter from James Simpson to Barclay of 31 Dec. 1792 (DNA: RG 59, Despatches from U.S. Consuls: Gibraltar; JPP, description begins Dorothy Twohig, ed. The Journal of the Proceedings of the President, 1793–1797. Charlottesville, Va., 1981. description ends 69).

2. George Clinton, in his letter to Jefferson of 21 Feb. 1793, enclosed an official copy of a New York legislative act ceding land to the United States for a lighthouse at Montauk Point on Long Island, N.Y. (NNGL). GW submitted a copy of Clinton’s letter and the “exemplification of an Act of the Legislature of New-York” to the U.S. Senate and House of Representatives on 27 February. 3. William Smith’s letter was probably that to GW of this date. The piece describing Smith’s land speculation has not been identified.
