The Secretary of State has the honor of presenting to the President a copy of the Report he read to him on the Mediterranean trade, the original of which he has made up for the Speaker of the house of representatives.1

1. The enclosure was a copy of Jefferson’s report on American trade in the Mediterranean, which he had prepared in response to a request from the House of Representatives. The House had referred the matter to Jefferson for a report after GW had raised the issue in his annual message to Congress of 8 Dec. 1790. The text of the report is in 18:423–30.
