By the President’s direction Bw Dandridge has the honor to return to the Secretary of State the papers herewith enclosed1—& to inform the Secretary that the President agrees in opinion with him that they ought to be communicated to Congress, & wishes copies may be prepared for that purpose.

The enclosed documents included correspondence of Edward Church with Jacob Dohrman & Company, 15 Oct., regarding the charter of a vessel to carry dispatches; a letter from Dominick Browne to Church of the same date, about warning American vessels of the danger resulting from the truce between Algiers and Portugal and about the seizure of the American ship Birmingham by a British vessel; a letter from Church to Portuguese minister Luís Pinto de Sousa Coutinho, 21 Oct., requesting him to procure protection for American vessels against the Algerine corsairs; Coutinho’s reply to Church, 22 Oct., granting protection provided the American vessels would assemble in numbers deserving of a convoy; and two letters from Church to Jefferson, 22 Oct., covering the preceding letters, discussing reaction to the treaty between Portugal and Algiers, and sending news of the European war. A letter from David Humphreys to Jefferson, 7 Oct., discussing the Portugal and Algiers truce, ship and troop movements, and war news, was probably also enclosed (see , 271–73, and , 27:199–200, 262–67; see also , 1:297–300).
