Fort Washington County of Hamilton and Territory of the U. States North west of the River Ohio
August 1st 1791

Sir

I enclose to your Excellency a Copy from the Records of the Proceedings of the governour of the Western Territory in the Executive Department of Government for the Month of July 1791—To delay it until my next periodical communications, which must include the whole of the present year would be (most probably) detaining it beyond the next Sessions of Congress, when some Questions and Applications upon the Subject of Lands in this Country may make a Reference thereto, proper and necessary1—with every Sentiment of most perfect Respect I have the honour to be Your Excellency’s obedient Humble Servt

1. The enclosed proceedings for July of the executive department of the Northwest Territory appear in Carter, Territorial Papers, description begins Clarence Edwin Carter et al., eds. The Territorial Papers of the United States. 27 vols. Washington, D.C., 1934–69. description ends 3:347–56. On 9 Nov. Tobias Lear transmitted them and their covering letter to Thomas Jefferson (DNA: RG 59, Miscellaneous Letters), who, according to the State Department memorandum book, received them on 14 Nov. (DNA:PCC, item 187, p. 119) and reported on them to GW the same day.
