1. Edmond Genet, France’s newly appointed minister to the United States, had landed at Charleston, S.C., on 8 April. He may have delivered Moultrie’s letter to GW on 18 May, the date he presented his letter of credence to GW (JPP, description begins Dorothy Twohig, ed. The Journal of the Proceedings of the President, 1793–1797. Charlottesville, Va., 1981. description ends 143).
