To the Board of War
Head Quarters New Windsor Jany 12th 1781
Gentlemen
Congress having authorised me to appoint officers for Col. Armands corps,1 I have given him directions for the purpose, as he is, better acquainted than I am, with the characters, that will suit him.2 I am to request on his furnishing the Board with an arrangement that they will be pleased to issue commissions. He expects to go to France and dispatch being necessary to his plan, I Have thought proper to refer him thus immediately to the Board.3 I have the honor to be With perfect respect Gentlemen Yr Most Obedt humble st.

3. In a report of 19 Jan., the Board of War informed Congress that Armand had requested the appointment of Lt. Col. Jean-Baptiste Ternant to his legion. The board recommended the step, but Congress referred the appointment to GW (see , 19:75–77; see also Samuel Huntington to GW, 27 Jan., and n.3).
