Be pleased to submit to the President of the United States the enclosed letters from General Wayne and Major Gaither1—the former descended the Ohio on the 30th Ultimo and in all probability was at Fort Washington on the 6. instant. I am Dear Sir Your humble servant

Wayne’s enclosures included the General Orders of 28 April for the army’s departure from the camp at Legionville, Pa. (Burton, “Wayne’s Orderly Book,” 411–12; see also PHi: Wayne Papers), a letter to Lt. Col.
