Treasury Department, April 30, 1790. “I have not yet answered that part of your Letter of the 13th of February which relates to the employing of Boats for the Security of the revenue.… I am not empowered to authorise boats for that purpose.… On the Subject of Stores for the Safe keeping of goods I refer you to my Letter of the 24th march.”1
