1. The enclosed document has not been identified. For the lengthy act of Congress reforming the quartermaster general’s department, passed on 15 July, see , 17:615–35. The plan had long been under debate in Congress (see Greene to GW, 28 March, and n.5; Greene to GW, 31 March, and notes 6 and 7; and Greene to GW, 3 April, and n.4). The reform prompted Greene’s resignation as quartermaster general (see Greene’s second letter to GW, 27 July, and the notes to that document.)
