The complaint of Christian Beackley (1754–c.1801–3) of Philadelphia, who had served as a lieutenant in the Continental army during the Revolutionary War, has not been identified, but it may have been related to contracts for his wheelwright business. The enclosure written by War Department accountant Joseph Howell, Jr., has not been identified.
