1. For background to this letter, see Benjamin Lincoln to H, July 29, September 9, October 7, 1791. At the November, 1791, term of the Circuit Court held in Boston, Davis pleaded guilty to the charge of carrying on board the schooner Sally two bales of cotton not recorded in his sworn testimony concerning the cargo. He was fined fifty dollars and sentenced to jail until the fine was paid (Massachusetts Circuit Court Records, Federal Records Center, Boston). A pardon by the President was sent to H on June 21, 1792 (“Register of the Acts of the Federal Congress and Communications Received by the Department of State, 1790–1792,” Papers of the Continental Congress, National Archives).
