From Alexander Hamilton to George Washington, 9 March 1792

To George Washington

Treasury Department, March 9, 1792. “The Secretary of the Treasury has the honor respectfully to enclose to the President of the United States a petition to the President from Samuel Davis1 of the State of Rhode Island & providence plantations, together with the papers from the files of the Treasury relative thereto.…”

At the November, 1791, term of the Circuit Court held in Boston, Davis pleaded guilty to the charge of carrying on board the schooner Sally two bales of cotton not recorded in his sworn testimony concerning the cargo. He was fined fifty dollars and sentenced to jail until the fine was paid (Massachusetts Circuit Court Records, Federal Records Center, Boston). A pardon by the President was sent to H on June 21, 1792 (“Register of the Acts of the Federal Congress and Communications Received by the Department of State, 1790–1792,” Papers of the Continental Congress, National Archives).
