Newport [Rhode Island] November 11, 1799. “Enclosed I have the Honour of returning to you the Letter which you directed to Oliver Elsworth Esq.2 The Frigate sailed last Sunday Week, and by this Time, I hope, is half Way where she is bound.…”

On November 3, 1799, Ellsworth and William R. Davie sailed from Newport to join William Vans Murray in France (Foreign Relations, II, 307). The three men were to serve as Envoys Extraordinary and Ministers Plenipotentiary to France.
