Th: Jefferson has the honor to inclose to the President Minutes of what passed on the subject of the letter to Mr. Genet. Also the draught of a letter to the Merchants. Both papers have been twice sent to the Atty. General’s, but he is not in town nor will be till tomorrow.

RC (DLC: Washington Papers); addressed: “The Preside[…]”; endorsed by Washington. Not recorded in SJL. Enclosures: (1) Cabinet Opinions on Edmond Charles Genet, 23 Aug. 1793. (2) Circular to American Merchants, 27 Aug. 1793.

In a letter of this date Tobias Lear returned the draught of the circular to the merchants with the President’s “entire approbation” (RC in DLC; addressed: “The Secretary […]”; endorsed by TJ as a letter from Washington received 27 Aug. 1793; recorded in SJPL).
