Louis André Pichon had written to Madison on 6 Nov., enclosing an extract of a communication from Talleyrand dated 4 Aug., which stated that the French government expected to name a minister to the United States when Robert R. Livingston appeared in France. Pichon, who was empowered to act as chargé d’affaires until a minister should arrive in the United States, was eager to inform his superiors of the U.S. government’s intentions with regard to the execution of the Convention of 1800 (Madison, Papers, Sec. of State Ser. description begins J.
