The Report of which the inclosed is an authentic copy having been made to the House of Representatives, it is possible that the Executive may not have been furnished with it by the Senators of this State. I take the liberty therefore of forwarding it and am with the highest respect & esteem Your most Obedt. hble servant

The enclosures are clerks’ copies of letters from the several commissioners of the public debt settlement to the Speaker of the House of Representatives, 12 Nov. 1791, relaying earlier correspondence from the state debt agents of Virginia, North Carolina, and Maryland to commissioners William Irvine and John Kean dated 7 and 8 Nov. 1791. Their general theme was that a final settlement of accounts before the 1 July 1793 deadline would not be possible. The letters are printed in
