JM reported a bill for the postal road survey on 3 May (, 2:536).
Mr. Madison moved that the house should resolve itself into a committee of the whole on the bill enabling the President to cause to be examined, and where necessary surveyed, the post roads from Wiscasset in Maine, to Savannah in Georgia, and to report the expence that would attend the transmission of the mail therein.

In the Committee of the Whole, the bill was amended to include the city of Washington and to replace Wiscasset with Portland. The sum of $5,000 was appropriated for the survey, and the House passed the bill the next day. The Senate rejected it on 24 May (, 4th Cong., 1st sess., 104, 1406, 1415).
