Morris Town 25 April 1780

Dear Sir

Your Excellency having been so kind as to inform me that you thought it probable something might be done for Capt. Fitzrandolph if it could be ascertained that Colo. Billop a Militia officer had been exchanged for a continental one I do myself the honour of inclosing a certificate in Proof of that Transaction,1 And have the Honour to be with great Respect Dr Sir your Excellency’s most humble & Obedient Servant

1Livingston enclosed a certificate that Elias Boudinot wrote at Basking Ridge, N.J., on 24 April: “I do hereby Certify that just before I resigned the department of Commissary General of Prisoners in the Army of the united States of America, I negotiated the Exchange of Coll Attlee of the Pennsylvania Continental Troops, for Coll Billop of Staten Island, which finally carried into Execution by Coll Beatty my Successor, and of which I gave Notice to Coll Attly by the request of Coll Beatty” (DLC:GW).
