1. On 5 Nov. 1790 Howard wrote to GW, “to transmit to your Excellency herein enclosed, a certificate of the late election of representatives.” The docket, in Jefferson’s hand, indicates that “the above certificate was delivered to Mr Beckley, clerk of the house of representatives, by Th: Jefferson” (DNA: RG 59, Miscellaneous Letters).
