Tipperary, Ireland, 28 March 1791. “Understanding that the regulations of weights and measures is one of the objects of your Exellency’s councils at present, and humbly expecting that the enclos’d invention may be instrumental in effecting that end,” takes the liberty of laying it “at your Excellency’s feet.”1

ALS, DNA: RG 59, Miscellaneous Letters. Thomas Jefferson endorsed the address cover, “To the President. Delivered to Th:J. Aug. 18.” 1791.

John Cooke has not been further identified.

1. The enclosed “Description of a new standard for Weights and Measures” has not been found. After its delivery to Jefferson, Cooke’s essay was read at a meeting of the American Philosophical Society on 19 Aug. 1791 and published in the society’s Transactions, 3 (Philadelphia, 1793), 328–31.
