From Henry Knox

War-Department [Philadelphia] December 5th 1791.

Sir

I have the honor to submit a letter received from the late governor of Virginia dated the 24th ultimo together with certain resolutions of the council of said State, passed on the 17th ultimo.1

I also submit the draft of an answer to the said letter. And the draft of a letter to Mr Seagrove.2 I have the honor to be Sir, with the greatest respect, Your most obedt Servt

1The enclosed letter from Beverley Randolph to Knox, dated 24 Nov. 1791, covered a copy of the Virginia council’s resolutions of 17 Nov. calling for the recruitment of a company for the defense of Russell County and the appointment of a contractor to supply the troops. Randolph requested that “If there be any thing in the arrangements which have been made for the defence of Russell county which may be contrary to the wishes or intention of the Federal Executive, we beg that you immediately communicate it, that the error be corrected” (ASP, Indian Affairs, description begins Walter Lowrie et al., eds. American State Papers. Documents, Legislative and Executive, of the Congress of the United States. 38 vols. Washington, D.C., Gales and Seaton, 1832–61. description ends 1:221). Knox presented to the House of Representatives, on 8 Feb. 1792, communications between the executive branch and the governor of Virginia respecting the defense of the Virginia frontier (see GW to Knox, 26 Jan. 1792).

2Knox inserted the phrase “And the draft of a letter to Mr Seagrove” in the receiver’s copy. Tobias Lear replied to Knox on 5 Dec., informing him that GW approved the drafts of both letters (DLC:GW).
