1. On 3 Nov. the U.S. Senate requested the secretary of state to prepare a report on the petition presented by John Mangnall on 2 Nov. requesting a pension and compensation for losses during the Revolutionary War ( , 2d Cong., 1st sess., 25, 26, 30). The enclosed report in Thomas Jefferson’s writing is in DNA: RG 59, Miscellaneous Letters. Tobias Lear informed Jefferson on 11 Nov. that GW conceived that it contained “what is right and proper” (DNA: RG 59, Miscellaneous Letters). The text of the report that Jefferson transmitted to the Senate on 14 Nov. appears in , 22:298–300.
