Treasury Dept June 11. 1794.

The Secretary of the Treasury respectfully submits to the consideration of the President the enclosed communication from the Commissioner of the Revenue respecting two mooring chains for the river Delaware, with his opinion that it will be for the public interest to ratify it.1

The draft of an authorisation for paying the second instalment of the two million Loan of the Bank of the U. States is also submitted.2

1. In Tench Coxe’s letter to Hamilton of 4 June, he submitted for GW’s approval a contract between William Allibone and Matthew Van Dusen, adding "I am satisfied that a more favorable contract cannot be effected, with a workman equally to be relied on for fidelity, care & ability" (DNA: RG 26, Lighthouse Letters; see also Hamilton Papers description begins Harold C. Syrett et al., eds. The Papers of Alexander Hamilton. 27 vols. New York, 1961–87. description ends , 16:456).
