From Alexander Hamilton

Treasury Department July 10—1794.

The Secretary of the Treasury respectfully submits to the President of the U. States a Communication from the Commissioner of the Revenue of yesterday, transmitting a provisional contract for oil for the use of the Light houses1—with his opinion that a ratification of the contract will consist with the interest of the United States.

1. Tench Coxe’s letter to Hamilton of 9 July explained that he had decided to "secure" a "copious supply" of oil, because of the effects of the European war on the whaling industry. The enclosed contract was the lowest offered (RG 26, Lighthouse Letters; see also Hamilton Papers description begins Harold C. Syrett et al., eds. The Papers of Alexander Hamilton. 27 vols. New York, 1961–87. description ends , 16:582). On 14 July, GW approved the contract of 6 June with Moses M. Hayes and John Coffin Jones of Boston (DNA: RG 26, Lighthouse Deeds and Contracts, 1790–1812).
