Philadelphia the 24 May 1794.
The Secretary of State informs me, that as the intercourse with Europe will be opened on Monday,1 it is expedient that an arrangement should be made concerning the million of dollars directed to be borrowed for foreign purposes.2 I wish therefore to know, whether any steps have been taken upon the subject; and if not, that the loan should be set on foot in order that a proper disposition may be made of the money.

1. The next Monday was 26 May. By a resolution of 18 April, Congress had continued the embargo until 25 May ( . 1:401).

GW was referring to the money authorized by "An Act making further provision for the expenses attending the intercourse of the United States with foreign nations; and further to continue in force the act intituled ’An act providing the means of intercourse between the United States and foreign nations,’" approved 20 March ( . 1:345).
