§ From Daniel Lescallier

30 August 1811, Norfolk, Virginia. “I have the honor to inform you of my arrival in the United States, and at Norfolk, in the capacity of Consul general of france by the Emperor’s Decree of Octr. 7th. 1810. My residence is to be at N. York.”1 Regrets that JM will not be in Washington when he passes through the city in a few days.

1. JM issued a proclamation on 25 Sept. 1811 recognizing Lescallier in his capacity as consul general for France (National Intelligencer, 15 Oct. 1811).
