Muy Señor mio. Incluyo à V. S. la adjunta nota para el Honorable Congreso de los Estados Unidos, y suplico à V.S. se sirva presentarle con la puntualidad que acostumbra.

Me aprovecho de esta ocacion para reiterar â V. S. la estimacion conque tengo la honrra de subscrivirme &ca. B. L. M. de V. S. su mas attento y obed.te Serv.or

Señor Don Juan Jay Ministro de los Negocios Extrangeros de los Estados Unidos de America &ca.

El ynfraescrito Encargado de negocios de su Magestad Catholica tìene la honra de informar al Honorable Congreso de los Estados Unidos que S. M. mira con dolor las diferencias que hace tiempo subsisten entre ciertos Estados Meridionales, y algunas Naciones de Yndios Vezinos.

Que repetidas veces se han quexado estos, de la Injusticia con que se procede por algunos Americanos, y han acudido à los Governadores de las posesiones de S. M. en aquella parte por la proteccion que se les concedio hace largo tiempo.

Que no obstante que no puede desentenderse de ella, impelido S. M. de la verdadera amistad que profesa à los Estados Unidos ha dado las ordenes mas positivas para que no solo procuren contener el que cometan hostilidad contra ninguno de los Estados Unidos, sino que influian à disuadir, y à disponerlos à la paz en terminos razonables.

El amor conque el Rey mira à la justicia, induce à S. M. à desear, y espera que la misma buena disposicion de parte del Honorable Congreso asegurarà el que no se moleste à aquellas Naciones de Indios en el completo y pacifico goce de todos sus derechos.

El Infraescrito celebra de veras la ocasion de poder comunicar al Honorable Congreso esta prueba irrefragable de la Amistad de S. M. acia los Estados Unidos que no puede menos de promover mutualmente la Confianza, y buena Correspondencia entre las dos Naciones mientras que, como espera, se consolida por hechos mas evidentes.

I herewith enclose to you a Note for the Honorable Congress of the United States, which I request the Favor of you to present with your usual Punctuality.—

I avail myself of this Opportunity to repeat to you the Esteem with which I have the Honor to subscribe myself &c:

The underwritten Encargado de Negocios of his Catholic Majesty has the Honor to inform the Honorable Congress of the United States, that his Majesty observes with Pain the Differences which have for some Time subsisted between certain southern States and some neighbouring Nations of Indians.—

That they have at sundry Times complained of the Injustice with which they have been treated by some Americans, and have applied to the Governors of the Possessions of his Majesty in that Quarter, for the Protection which had for a long Time past been granted to them.—

That although his Majesty could not but be sensible of this, yet the Friendship ^which^ he professed to the United States has induced him to give the most positive Orders, not only to restrain them from committing Hostilities against any of the United States, but to use their Influence to dissuade them, and dispose them to Peace on reasonable Terms.—

The King’s Love for Justice induces him to desire and hope that the same good Disposition on the Part of the Honorable Congress, will provide that those Nations of Indians be not molested in the compleat and peaceable Enjoyment of all their Rights.—

The Underwritten is happy in being able to communicate to the Honorable Congress this irrefragable Proof of his Majesty’s Friendship for the United States, which cannot but greatly promote mutual Confidence and good Correspondence between the two Nations, while as he hopes it will be consolidated by Facts more evident.—
