[Richmond] 1 Sep. 1780. A new regulation respecting the pay of wagonmasters, foragemasters, &c., being absolutely necessary, a memorandum on that subject from Mr. Rose is enclosed for TJ’s consideration.

RC (Vi). Endorsed in clerk’s hand: “Septr. 1st. 1780. From Colo. Muter to Governor Jefferson, informing that an arrangement in the QMr’s. department must be made.” Enclosure not found.
