1. The enclosure was a recommendation of John Waller Johnston written by David Meade Randolph of Presque Isle, Va., on 30 June and addressed to Jefferson (DLC:GW). Although Alexander Hamilton, on 22 Sept., and Jefferson, on 8 Dec., forwarded additional recommendations of Johnston to the president (both DLC:GW), Johnston apparently never received an appointment from GW.
